Do Green Card holders still need a visa with a Filipino passport?

For most countries, yes: a Green Card does not change your nationality. But these destinations treat it as a trusted residence permit and waive or ease the visa. Carry the physical card, valid for the period most countries ask.

Does a US Green Card have to be valid on arrival?

Yes, in almost every case. Many countries also want it valid for some months after you arrive, and a few want it already used once. The exact rule is listed under each country.
